I think number 2 (in the form of a printed voucher - i.e. something tangible that can go back to the office) is ideal - particularly in these times where price/value is paramount. I also noted your point on insurance and it is a good one. Obviously we need to have something in place that needs to cover exhibitors should something go wrong on site but a lot of companies have the £2m cover required.
